I have gone through your query and I can understand your concerns.

Urethritis is nothing but inflammation/infection of your urethra( a tube that carries urine from your bladder to exterior).
It can be caused by bacterial/ viral infection in most of the cases. So I don't know what you meant by urethritis with out infection.
Fever along with chills is a common symptom of urethritis like other UTI( urinary tract infection) especially among females. The patient may feel cold and develop chills at the peak of the infection. It will subside once the infection is resolved.
Consult a physician and get evaluated, she might require antibiotic therapy.
As of now take plent lay of oral feeds.
