Question: Can my IUD(mirena) make me constipated? I notice the constipation once a month and with the constipation I also get really tender breast.

No mirena does not cause constipation.

Also since you are gettting constipated once a month and associated tender breast Mirena is not the reason.

Please drink lots of water and high fibre diet.
