Anal Papillae are a skin tag that projects up from the junction between the skin and the inside lining of the anus, as a sequelae to chronic fissures. It may signify other GI disorders like Chron's disease. If it is symptomatic,it means it has enlarged.Surgery seems to be a permanent solution.
