Lesions On My Penis, Herpes ?

i had these lesions on my penis since puberty and i never had sex even at this point in time. i think these lesions (or genital warts maybe) is herpes , although i had no had any sexual intercourse in my life. what could be this? and how could i possibly had these?

hi lesions on the penis since puberty cannot be herpes or genital warts.i think they are only pearly penile papulesa which is normal phenomenon in 70 percent of individuals .no treatment is required except for cosmetic purpose.u can try tacrolimus ointment to treat them
