Whitish Pink Bumps On Forearms, Knees, Thighs, Neck. Applied Cortisone. Due To Flu?

My son has small white/ pink bumps that appeared on his forearms, knees, thighs, and neck that are itchy. Gave him a bath, gave him a Benadryl and applied Cortisozone 10. He is still itching. The bumps seem to come and go. He just got over the flu about 3 days ago. Do you know what could cause this and how to make it better?
