What Is The Treatment For Dry Skin Patches In The Chest?

Hello Dr. So I have these patches of dry skin all over my breast, neck and sometimes my upper back. They do not itch, nor are they painful or burn. However, they are quite annoying. They disappear for sometimes week- months at a time then they reappear. Sometimes it’s so much I can peel flakes of the dry skin off. I have been to a dermatologist numerous times and they have prescribed a variety of ointments. Still after a few weeks they reappear. Help me? What is it? And how can I get rid of it?
