What Could A Sensitive Spot On The Finger, That Occasionally Scabs, Indicate?

Small spot on proximal end of finger. Originally diagnoses as chemical burn and treating with silvadene cream for approx. 2 months with no improvement. Spot is not open wound but is extremely sensitive and occasionally flakes skin/semi clear scab off. 50 years old.
