What Causes Vertigo With Unsteadiness?

I am 46 female, 5"9" 170 lb having had 2 spinal fusion surgeries 15 years ago C4-6. In recent months have vertigo, unsteadiness, and feeling a rush in my neck and head when I look up and sometimes worse when I am looking up and have to reach up with my arms.
