What Causes Rashes On The Arms While Suffering From Fever?

My granddaughter started with a fever and aches and her physician tested her for the flu yesterday but it came back negative. Today her arms are covered in a rash. Her doctor thinks it is a reaction to the flu and fever. She prescribed Tamiflu. I'm concerned about the rash symptom. She is an otherwise healthy teenager.

It looks like an allergic reaction.
Some advices that I can give to you are:     
-Take antihistamines like cetirizine 10 mg once daily
-Use calmine lotion locally
-If it doesnt get better see a doctor for prescripted corticosteroids.
