General Surgeon 's  Response
Hi.
Thanks for your query.
The explanation of your problem is indicative of a phlegm which is adherent to the posterior pharyngeal wall in such a way that it is difficult to clear the throat.
The causes can be :
Sinusitis from where the thick secretions flow down to throat and get dried up due to continuous air currents of inspiratory air, which may be very hot and not humid at all.
By the time you get the feeling that you must clear your throat, this ahs already become stuck .

I would advise you the following:
Have an examination done by an ENT Surgeon to have ENT Endoscopy and get the proper clinical diagnosis , get an order for investigations which can be:
CT scan of the sinuses,.
Examination of the phlegm for gram staining, AFB staining and culture and sensitivity.

Get started with a course of following medicines as per the order and prescription of an ENT Surgeon:
Antibiotics,
Mucolytics.
Anti-inflammatory

Once the diagnosis is made, treatment will be easy and definitive.
