Hi,

Noted the history about your 4 year old daughter having to use hearing aid in left ear, damaged right ear, wants disability allowance, has a speech problem too.
As per the history you have provided this looks to be a case of some congenital problem related to hearing and speech.
If there is no proper hearing the speech can not be developed as the person can speak something that he/she hears.
Hence the most important thing is to improve hearing.
This is possible by the following ways:
First of all consult an ENT Surgeon who is more experienced in such cases.
Detailed tests related to hearing and brain function can help to pinpoint the cause.
Now a days cochlear implant can help good hearing followed by speech therapy can help her to listen as well as speak.
She will surely get the disability allowance once the proper authorities investigate and evaluate.

Take care. Hope I have answered your question. Let me know if I can assist you further.

Regards,
Dr. T. Chandrakant, General and ENT Surgeon
