What Causes Blood Tinged Loose Stools?

For the past 3 weeks, my husband has been having diarrhea or very loose stools that are blood tinged. Sometimes the blood is dark red with clots, sometimes it is bright red. It is on the tissue paper as well. I took him to the doctor and he was diagnosed with internal hemmorhoids and given a rectal suppository. The problem still exists and now he is having more frequent, bloody stools. Is this evidence of internal hemmhorids or something else? His occult blood was also negative.
