what if i have a white sticky substance in the iner part of my clit..and it itches? what does it mean and how can i prevent it?

You could be having white discharge which ca be due to many causes, few of which is infection, STDs or even allergy to your sanitary pads. Drink plenty of water to avoid urinary tract infection symptoms. Show to a Gynaecologist and get required tests done to find the cause of this problem. If there is severe itching you can take over the counter antihistamine, but it can cause drowsiness, so take the tablet at night before sleeping and not during the day time especially if you are driving.
