Tiny Cluster Of Bumps On Foot, Pain On Walking, Itchiness. Causes For Symptoms?

My spouse has tiny bumps in a cluster on the arch of her foot. It looks like blisters or calluses, it is hard to touch, and clear She feels like she is stepping on a nail when she walks on it and it is painful. It is now itching around the cluster. It doesn t look like the pictures of plantar warts , plantar fibromas, athletes foot , or several types of cysts we have found online. Any ideas?

Thanks for posting your query.
It is very difficult for you as a layman to compare and diagnose disease just by seeing photos.
The eruption as per your description seems to be clusters of papilloma i.e. warts.
But they may be neurofibromas or callosities if a strap of sandal rubs that area.
A close shot photograph can be helpful or review with a dermatologist would be helpful.
