Suggest Treatment For White Blotches Between Breasts

I have white blotches between my breasts and fanning out towards my collar bone. Blotches are not located on my actual breast or below. 3-5 similar white blotches have been identified below my rib cage as well. What is this condition and recommend treatment? Thanks.
