Suggest Treatment For Urinary Incontinence And Itchy Skin Rashes

I'm 13 years old, and I have this really embarrassing problem, i think i have an over-active bladder or something because every time laugh really hard i literally wet myself, it only happens when i laugh and i'm really uncomfortable about it. Also i have some odd skin condition, any time i'm exposed to the cold for at least 2 hours i get a rash all over my legs and arms, it gets very itchy and my body starts to radiate heat all over. please help?
