Firstly you are well aware of cause of your problem as you accept that the skin of penis is dry because of excessive washing. Skin of any part if washed excessively gets damaged and develops cracks. On a damaged wet skin fungal infection may easily occur which produces cracks. Penis has a very rich nerve supply and Whenever damaged skin of the penis gets stretched it pains because of irritation of sensory pain-sensation carrying nerve fibers. Repeated washing may further damage the skin and worsen the situation. It may hamper sexual act and thus matter of concern for both. Further fungal infection may easily transmitted to partner. You may visit a dermatologist who may advise you an anti-fungal cream like Miconazole to be applied for few days/weeks and some anti-fungal oral medicines like Tab Fluconazole 150 mg weekly for few weeks. Your partner may also get herself examined and preferably should take anti-fungal medicine for few weeks. I wish you all the best.
