Infant with difficulty in breathing. Delivered through c-sec. Cord wrapped around his neck. What may be the cause?

Hi, I had my third child. He is a month old and he has been having problems to where he is breathing . Then for 5-10 seconds he s not, then he is again. No discolor to his face. This happens four to five times a day! Should I be worried? Note: he was born c-section with cord wraped around his neck! What causes this to happen?

What is the respiratory rate of your baby?
Does he have any chest in drawing?
Is he accepting feeds normally?
How is his activity?
