How To Treat Bulging Of Membranes From Cervical OS?

Hello, My wife suffered a premature termination of pregnency at 20th week. Her cervical OS was opened by 3 cm, which caused membranes bulging out. Doctor recommended that cerclage was not possible coz limbs of membranes were so much out that hardly any position to take a stitch. I am wondering was this correct? Till 17th week the pregnency was perfect with no issues in anomaly scan, however at 20th week suddenly OS was opened up completely with membranes bulging out. Is there no way out of that situation? We had to allow doctors to force labor out the baby, which did not see a day light unfortunately. I want to understand if there could have been a way out to save our little one.
