My relative's left foot down knee's arteries are blocked & calcified.She is a serious diabetic patient & also had a heart Bi-pass surgery & very frequent related constant ongoing heart problems.Doctors have refused the operation & she has developed a wound in her left toe which need to be cured.Doctors are doubting pre-gagrin. Is this doubt correct? How & by which therapy/medicines this can be cured? ...

Definitive intervention is best possible by peripheral angioplasty which is non-invasive , safe , result oriented in arterial blockages. I think medicines would have little role in your case as pre-gangrene is correct doubt by your consultant.
