Having muscle spasticity. Cannot straighten arm, turn neck, legs weak, chest tightness. How to relieve tightness?

I have been having some muscle spasticity . cant straighten arm and or turn neck, legs are weak, feels like i have a lump in throat and jaw is tight, chest feels like pressure in upper part difficult to take a deep breath , like not enough energy, cold hands, cold body. I herniated disc in neck and lower lumber , but c ould this be anxiety

Muscle spasticity mostly occurs in disorders of the central nervous system (CNS) affecting the upper motor neuron in the form of a lesion, such as spastic diplegia.

So it seems like herniated disc in neck and lower lumber is the cause for the issue.
