They are returning to India (Punjab) in January and they have questions regarding a possible Cochlear Implant (CI) to the right. Yes, cochlear implants are done in India. Many private and government hospitals provide this facility. Since the patient is from Punjab, they can contact the ENT department at the Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh which provides this facility and is a renowned government hospital. The candidacy protocol and the post-implantation procedures and requirements can be discussed with the doctor after the consultation. Alternatively you can write to the department head for details. The email address is available on the institute website.

Hope this is of help. Best wishes.
