Does Leg Pain And Stiffness With A Bulging Disc Need Surgery?

I have pain and stiffness in my right leg, it is worse first thing in the morning. I have been told I have a buldging disk. I have had PT 3 times a week for 6 weeks, have had 2 subdural cortisone injections, and have been placed on neurontin. My pain is still at 8 or 9 on a scale of 10 most of the time. I have difficulty walking due to the pain and I am beginning to lean to the left side. Is surgery the only answer?
