Does Angular Marginal Tear With Mild Increased Effusion Require Arthroscopy?

Hi I am sunny (male) from new delhi. My age is 26, height is 5ft-7in, weight is around 52Kg. I was having a pain in my left knee from a last few months. The doctor suggested me a physiotherapy, but after 20 days of therapy the pain was still there. I got an MRI scan (From Goyal MRI Lab in Safdarjung Enclave in New Delhi) & it says,"Small angular marginal tear is seen along inferior capsular edge of posterior medial meniscus, with mild increased effusion distending the patello-femoral synovial recesses."
My doctor suggested arthroscopy for it, but am a bit confused. I want a second opinion because i dont like the idea of knee surgery. please suggest me something. I am desperately in need of an opinion. Thanks
