Difficulty In Breathing, Have Cough Like Wheeze. Got Rash With Pholcodine. Advice?

Hi, my heart rate is 105 bpm at rest, i also have a cough like wheeze and i find it hard to catch my breath periodically though the day but especially in the morning. im finding this pretty scarey. Btw my doctor recently gave me pholcodine to help the cough but it bought me out in a rash , that was 2 days ago, rash as gone down but still a bit itchy. Hope you can give me some answers and advice please.

cough with wheeze,,without fever,without sputum,since how many days,,
whats your age,hypertension,diabetes,shortness of breath on exertion,chest pain,smoking,allergies,asthmatic, family history,any other medications,residence near polluted or farms,etc,,are imporatnt to consider..
consult a physician or pulmonologist to rule out astma,bronchitis or infection and investigate and proceed accordingly ..
