Child Has Recurring Rash, Itchy. Swollen Face, Eye Swollen Shut. Taken Benadryl

Hello my little brother is 8 years old and he has had a recurring rash ,on and off, all summer. My mother keeps giving him benadryl instead of taking him to the doctor. The symptoms include tiny bumps all over his face (which itch ), along with his penis itching and sometimes burning. Today it has escalated and his face is puffy, swollen and itchy with one eye almost swollen shut, the other symptoms still persist.
