Child Diagnosed Of HIE Stage 1 At Birth, Fed Through NGT. Poor Speaking Ability, Can't Support His Head. Therapy ?

my son 13mos old was diagnosed of HIE stage 1 at birth due absence of oxygen at his mom's womb for 8 minutes before he was out thru forced CS, his neurologist told that.my son's brain was damaged.
my son was being feed thru NGT up to two months and presently even had a poor sucking ability. he is not under weight nor under length for his age any way.
he did not cry at birth but after a month and a half already. his speaking ability as well is poor...
at the
moment his therapy being carried out by the occupational therapy is focus for his neck as he can't support his head...
please give advise or therapy guide that we can do it by ourselves as well...

there is no cure
physiotherapy helps to gain his mile stones though late
