Can Paget S Disease Reoccur After Having Bilateral Mastectomy?

I have had a bilateral mastectomy because of pagents disease. Can it reoccur in the breast area that is left behind? I have a red scaly spot about the size of a dime that has appeared and it has not responded to treatment that I thought was a psoriatic soriosis patch. My surgery was in 2008.
