Blood Pressure 150/90. On Lisinopril. Developed Swollen Eye With Partial Paralysis Causing Double Vision. What To Do?

I am a 58 year old male American living in Latvia for the past 2 years. My wife and I are very health conscious using very little salt, eating no fast foods or sodas, plenty of fresh fruit, drinking apx. 1.5 - 2 liters of water per day. I briskly walk for a half hour, min., per day as well as jump rope for a half hour daily and do push ups, sit ups, etc.
I am 6' and 195lbs.
A few years ago my bp began to rise and seemed to level off at around 150/90. My Dr. put me on Lisinopril, 10mg daily. Helped a little, but was erratic. It was increased to 20 mg and my bp was much better, but only for about half a day. This was increased to 20 mg twice a day and now my bp averages 120/80 at just about any time.
In the last year, I developed a swollen left eye with partial paralysis causing double vision.
I have had (both in Latvia and in the US ) MRI's, CT scans, and various blood tests.
The diagnosis was that my TSI was elevated and causing this. All other Thyroid tests fell well within the normal range, so I was told to wait it out, it could correct itself in a year or two, just keep a watch on my thyroid levels.
My latest test ( less than a week ago ) showed my levels to be:
Test Results normal units
T3 1.3 1.1 - 2.7 nmol/L
Free T3 5.4 2.8 -8.0 pmol/L
Free T4 11.6 10.3 - 24.5 pmol/L
TSH 1.7 .4 - 4.0 mU/L
Anti TSH
Receptor 2.34
Could this be the result of my taking Lisinopril?

Lisinopril is not known to cause abnormal thyroid function.

Like all medications there are potential side effects such include dizziness, tiredness, confusion, sweating, cloudy urine and decreased urine output.

Though abnormal thyroid function can cause swelling of the eyes , there are other causes .

The above tests do not indicate any abnormality of thyroid function.

It seems unlikely to be related to Lisinopril...
Blood Pressure is well controlled...
Thyroid function is normal...
Paralysis could be the result of cerebro vascular insuffiency... / They usually – not necessary – recover with time...
