black charcoal like mark appearing on my left hand regularly have to scub it off for past few months i have noticed a black line(mark) about 1 inch long running from just below knuckle of my forefinger to my thumb joint its like charcoal it scrubs off but reappears again randomly i do have health problems

You might be suffering from viral warts over hand, although it can occur anywhere on the body. Chemical cautery and electric cautery can be done to remove this.
