Question: I feel like I have phlegm in the back of my throat and it hurts to swallow and my throat is real dry and I had my wife look in back of my throat and the back of my throat is covered in white.

I have gone through your query. Your problem can be most likely bacterial sore throat infection. You can do warm saline gargle , use throat lozenges like strepsils , take tea with lemon and honey and warm chicken soup with pepper. Steam inhalation with inhalant capsules or eucalyptus oil is also good. You can also take chewable vitamin C.
If no improvement then I would suggest antibiotics like Co-amoxiclav. This is a prescription drug given in dosage of 625mg twice daily for 5 days.

When it started?
Do you have fever?
Do you have acid reflux or gastritis?
