Brief Answer:
Can be constitutional

Detailed Answer:
Hi dear,
I have gone through your question and understand the concerns.
I have reviewed the report.
The fetal length is definitely less than gestational age.
It can be due to constitutional short height in the family.
Sometimes, the short limbs can be present in chromosomal abnormalities.
Please attach and mention the length of other limbs so that I can explain you further.
Hope you found the answer helpful.
