Question: Sharp pain on left side of my testicals while standing, and walking. Pain comes and goes frequently. Loss of leg strength but bending moment not impaired much. Pain sometimes shoots through leg and felt in foot.

There can be many causes of testicular pain. Most of them do not radiate down the leg or cause leg weakness.
Hip disease can sometimes refer pain down into the groin area, but unless you have had some trauma hip disease at 24 years old is unlikely.
My biggest concern is that something is going on in the spine causing the pain and leg weakness. Leg weakness at your age is very concerning and should be evaluated by a doctor as soon as possible.
My advice would be for you to see a doctor as soon as possible for a complete examination of your testicles, muscles and neurological system.
This type of pain and weakness at your age is concerning so please see a doctor for an exam as soon as possible.
