What Causes Recurrent Pink Eye Symptoms Along With Pain?

Question: My daughter age 22 has had recurrent pink eye symptoms over the past 3 weeks. She's been seen in Urgent care facility and given antibiotic drops the first time and then the second time (2 wks ago had in the opposite eye which she'd used drops in as well per directions) antibiotic drops and steriod drops. She's used as directed
and not is having redness again, some morning mattering and pain. And when symptons started to reappear for the third time yesterday she started using the drops again. She feels pain in eye socket. What do you recommend? Can it be pink eye again?

Wash her eyes with cold water thrice daily.
Keep her hands clean.
Use antibiotic drop moxifloxacin 1 drop thrice daily along with Antihistaminc tablet like fexofenadine 180 mg one daily alond with broad spectrum antibiotic like cefixime 200mg twice daily.
