Brief Answer:
Numbness is due to neuropathy

Detailed Answer:
Hello,
I have studied your case and I think that you are having two different group of problems. First is numbness. Most commonly it is caused by neuropathy. In this either there is nerve compression in spine or vitamin B 12 deficiency. It is common in Diabetics. I would suggest you to get your serum B 12 and spine x ray. If there is deficiency of B12 then you start taking tablet Methylcobal one daily.
As far as finger stiffness is concerned I think it can be tenosynovitis. It can be confirmed by clinical examination by Orthopaedic doctor. it can be cured by steroid injection.
I hope this answer will be useful for you.Let me know if there is any other followup questions.
thanks
