What Causes Light Brown Circles On Arm?

Question: I am getting light brown cirlces (dots) about the size of a cigarette burn on my arms on the inside by the bend it strted a couple of summers ago while on a motorcycle trip . I thought I had a sun burn but now I know its something different, it has spread to my other arm now also
