What Causes Dark Flakes On Penis?

Question: Hi doctor. I notice my penis shaft there has a dark flakes, not scaly, is just like after you scratched your skin until the skin broke, and it recovers with a dark flakes, that kind of flakes. is on my penis shaft. Is it because of frictions?

1 Maintain good hygiene

2 No soaps

3 Hydrocortisone cream locally thrice daily

4 Tab Levocetrizine 5mg a day

Please also let me know id there any other areas that have similar features.
It would be good to get skin scrapings test done before proceeding with medicines.
