What Causes Bump Under The Skin Of My Scrotum?

Question: I recently noticed a bump under the skin of my scrotum. It is not attached to my testicle. It is hard and about the size of a pea or pencil eraser. I popped it once and white stuff came out and then blood. It has no defined opening or "head" to pop now. I do not think it is movable as my scrotal skin also moves with it . Depending on what angle you look at it the size seems to vary from slightly noticeable to a definite mass.
