Question: I have a raised, red patch and extremely itchy area in my gential region. It sometime cracks, the skin peels and though I've had it for awhile it's just become raised.

I read it carefully and I understand your concern.

The location and the was you are describing it, seems like a fungal infection.
I would suggest to use Terbinafine 1% cream or clotrimazole 2%. Apply twice/day after washing and drying well the area with boric alcohol.
It will need regular application of the cream around 2 weeks, but it may need longer if you have had the lesion longer.
