Brief Answer:
Will heal but keep a watch on him.

Detailed Answer:
Thanks for asking on Health care magic.

An electric shock does not only cause localized burns, it also predisposes to heart rhythm irregularities. The burn on his fingers would heal and so would the numbness. But keep an eye on him and if he has any sort of unexplained symptoms, be sure to rush him to the hospital without delay.

How long before the numbness stops? No burns---just numb.
