I have gone through your query and I have reviewed the Images.

I can see multiple, discrete, crusted, erosive lesions on the shaft of penis and at the base of penis.
This looks like a case of herpes genitalis to me.

Genital herpes is an STD. It is caused by Herpes Simplex Virus (Hsv). The infection is usually transmitted by intimate sexual contact with an infected partner.
Herpes usually presents with multiple grouped, discrete, erosive lesions on the genitalia. There is pain and associated burning sensation.
Genital herpes may be recurrent. Each episode presenting with erosions which may last 5-7 days.
The chances of transmission of the infection to a sexual partner are more during active episodes of herpes however, the herpes virus may still be passed on to sexual partner during clinically silent phases.

this pictures a Guy sent to ME he said this came up within a few hours and he told Me he hasn't had sex in 4months now this was a one off thing now how come my regular partner of 5 years has Never experienced this with ME

Hi.

The virus can stay clinically silent for long periods and many of the infected individuals are not aware that they carry Hsv infection. May be he acquired the infection from his past sexual contacts.
Surely, this guy already had the infection but it has become manifest only now.
If you were sexually involved with this guy you must test for herpes with a blood test at 2-4 weeks for detectable antibodies to the virus.
