Brief Answer:
Needs to be investigated .

Detailed Answer:
Hello
Thanks for query .

Based on the facts that you have posted UTI and hematuria that your father has could be secondary to Enlarged Prostate which is common at this age However other causes for hematuria like malignancy of kidney or bladder has to be rued out .
Consult qualified Urologist for clinical and digital rectal examination and get following basic tests done to confirm the diagnosis.
1) Urine routine and culture.
2) Ultrasound scanning of abdomen and pelvis
3) Serum PSA.
4) C.T Scan of urinary system
5) Endoscopic examination of bladder (Cystoscopy).

Further treatment will depend upon result of these tests and final diagnosis.

In the mean while you can give him broad spectrum antibiotics like Cefotaxime along with urinary antiseptic like Nitrofurantoin twice daily and alpha blocker like Tomsulosin once daily with urine alkalizer thrice daily .Later on switch on to appropriate antibiotics as per culture report.

Ensure he drinks more water to pass more urine and to prevent clot formation .

Hope I have answered your query ,please feel free to ask if you have more questions , I shall be happy to help you .
Thanks and Regards.
