Brief Answer:
may be related the heart, kidney, liver

Detailed Answer:
HI, thanks for using healthcare magic

Swelling of the legs/feet can be due to: (1) heart failure
(2)kidney failure
(3)liver failure
(4)side effect of medication
(5)trauma
(6)venous disease

Since you have difficulty breathing along with the swelling , it is more likely due to one of the first three because these could cause build up of fluid in the lungs as well.
This fluid would cause problems breathing.

You need to be assessed by your doctor to determine the cause.

This assessment would involve a history of all symptoms and any other illnesses.
Medications used also important.

Examination and investigations such as chest x ray, ECG may also be needed.
If the doctor suspects the liver/kidney then blood tests may also be needed.

treatment would depend somewhat on the cause but in general fluid build up would require a diuretic- (medication that helps the body to lose fluids)

I hope this helps, feel free to ask any other questions
