Question: I scratch my eyelid, and this morning I woke up and it is swollen. Is cold compress okay or is there another way to eliminate the puffiness . It doesn't hurt, just uncomfortable.

It seems from the history that you are having swollen eye lid following scratching the eyelid. Since there is no pain it most probably not infected.
Hence cold compress should reduce the edema and puffiness. Along with this you can consider using anti-inflammatory drugs like diclofenac provided you are not allergic to the drug if the condition won't resolve.
