This is caused by fluid being unable to move out of the foreskin freely leading to accumulation. I will suggest that you go ahead and see a urologist. Unless you have a very strong stand against circumcision, there is the best and most appropriate treat at this time. Hydrocortisone is a powerful anti inflammatory and when better results are not obtained, then we need to further evaluate this.
