Brief Answer:
He most probably having allergic rhinitis with PND.

Detailed Answer:
Hi,
Thanks for the query.

I have read your query and understand your concern.

As per your clinical history it appears that he most probably having allergic rhinitis with post nasal discharge (PND) . PND result in cough .
In Allergic rhinitis , patient have sneezing , cough , running nose or post nasal discharge (PND) & nose congestion .

In cold, fever is present, sneezing is lesser.

Allergic reaction give rise to cold with sneezing & cough .

If I were his treating Doctor for this case , I would advice him
Steam Inhalation twice daily,
Saline nasal spray thrice daily &
Combination Steroid nasal spray with antihistamine 2 puff each nostril twice daily.

He will get relief .

You will need to see your doctor to get a prescription.

Hope it is helpful to you . If you have any further questions I will be happy to help.
Regards.
