Question: I had my blood work done and my thyroid level was 6.5. went from synthroid 100mcg to 150mcg. still have sleep problems and waking up panicked. on the 4th week how long before it levels out.

When I see a person in my practice who presents with a TSH of 6.5, I increase the dose only by 25 mcg at a time. So in this instance I would have gone from 100 to 125. Most endocrinologists in the world would probably do the same too.
It is possible the symptoms you are experiencing now are a result excessive thyroid hormone in your body. But I cannot be 100% certain. The only way to know for sure is to run a blood test for TSH and free T4.
If the TSH is below normal and the free T4 is above upper limit of normal, it implies you are receiving higher does than your body needs.
How long ago was this dose changed?
Thyroid hormone attains steady state within 4 weeks in the bloodstream.
These blood tests do not require fasting

It would be worthwhile looking at the TSH and free T4 at this point. It is likely the TSH will be suppressed while the free T4 could well be high. If so, your symptoms are explained by excessive thyroid medication dose.
If the lab results do not look like the way I expect them ie are normal, then you should pursue other causes for your symptoms.
