Hi and thanks for the query,

What you describe is very suggestive of some form of acne. Dermatological diseases are easily diagnosed by the dermatologist on clinical exam.

The whiteness indicates generally presence of pus, and redness could be a sign of inflammation.

Anti biotics are generally prescribed for this condition. Low dose Doxycycline taken for a period of twenty one days is generally recommended. 100mg of doxycycline is the generally accepted dose used.

In case the pain and spots do persist, you might seek the opinion of a dermatologist. For a start, this is the first line and effective treatment I would recommend. Kind regards
