Question: Is this ringworm ? Its itchy and has been there for a few weeks . I applied cortizon for the first time last night and some of the red has gone away .

Yes, it looks like a ringworm infection.
Cortisone cream may help with the redness/inflammation, but you may also need a cream to treat the ringworm infection.
If I was your caring doctor, I would recommend to use ketoconazole 2%, econazole 1%, or terbinafine 1%. Apply them locally and a bit around the lesion, twice/day for 2 weeks, or until it clears up.

you may also use a combination of one of them with cortisone cream, but if you don't find a combination in the local pharmacy then I would recommend to use for 2 weeks only the antifungal cream.
