Brief Answer:
Consult a General Surgeon for evaluation and management.

Detailed Answer:
Hi.
Thanks for your your query.
To recapitulate; Male/62 - ''diabetic'' and under glypiside, metformin, lipside - rash on leg - Keflex - cream - for a weeks - swelling of the foot, ankle and leg and redness - but tonight the leg swelled up - and is hard...

Since the patient is diabetic, he needs antibiotic coverage .
Above history is suggestive of cellulitis and may need incision and drainage.
I would advise you to take him to the General Surgeon for clinical evaluation and further tests of blood, urine and sugar panel to see for the control of diabetes and also to decide whether he needs surgical management or not.
He will also be started on proper antibiotic, anti-inflammatory medicines and supportive treatment as may be indicated.
